Ultra Rare in the current Scarlet & Violet era means the full art versions of ex Pokémon and Supporter cards, marked with two silver stars and numbered above the printed set count.
The label has a longer history: across earlier eras, "ultra rare" was the community's umbrella term for the premium tier of the day — EX, GX, V, and VMAX cards all counted. That looser usage still survives in listings, so check the actual card when a seller says "ultra rare." Modern Ultra Rares are textured foil cards that pull roughly a few per booster box, sitting between Double Rares and Special Illustration Rares in both rarity and price.
